Is it rude to cut your finger nails in a waiting room?

I was in my eye doctor's waiting room and this old lady was trimming her finger nails. I was thinking couldn't you be looking though a magazine instead of doing that.Is it rude to cut your finger nails in a waiting room?
not everyone is tuned into what's happening in the world, and some never heard the word etiquette let alone tried to follow society's norms. So yes it is rude to cut your fingernails in a waiting room just as it is to file them, put on nail polish, put on your makeup, etc. anything personal. Is it rude to cut your finger nails in a waiting room?
Well, not really rude towards other people, but perhaps unhygenic because she is in a health place after all :/

Although as long as she put her clippings in a bin or something, I guess it doesn't really matter.
No, being snotty and judgemental towards old people would be rude.
it is extremely rude, personal hygiene should be kept at home, in private.
I personally wouldn't find it rude at all but others might so it would be a good idea not to do it.
